Barbara: What should companies be doing now? Should they be waiting for the final, or are there things — and I think I know this answer to this one — that they absolutely should be doing today?

Melanie: I would absolutely, 100 percent concur with you, Barbara. They should start today. They should not wait.  There is a lot to these rules, and it's going to take time, treasure, and talent to effectively implement these changes. That is no understatement. The period of time, though, I understand. Between the proposal and the final rules, some companies are going to question, “What do I do now? I don't 100 percent know or have visibility into what exactly is going to be expected of me.” I get that.
